A LEADER’S FIRST RESPONSIBILITY IS TO DEFINE REALITY
We want to start by thanking all the community members of Emakhazeni who in their great numbers went out on the 16th, 17th and 18th of May 2011 to vote and indeed we had very successful, transparent, democratic, free and fair elections. People in their numbers voted for the ANC Manifesto and that give the ANC a mandate to lead Emakhazeni for 5 years under the theme:

“TOGETHER WE CAN BUILD BETTER COMMUNITIES”
The key 5 priority areas for the next five year will be:
- Build local economies to create more employment, decent work and sustainable livelihood.
- Improve local public service and broaden occurs to them.
- Build more united, none racial integrated and safer communities.
- Promote more active community participation in local government and
- Ensure more effective accountable and clean local government that words together with national and provincial government
The community together with the ANC has entrusted us with the responsibility of translating the 5 key priority areas into reality. Defining reality will be the first step and you can’t define what you don’t see. We have seen the plight of our people, we have seen people who went to bed without food, we have seen people without clothes and employment, we have seen people without shelter and evicted from their birth land.
All what we have seen is reality and I believe that everyone agree with my assessment. We will break down this reality to understand it better; we will separate the solvable from the unsolvable.
We will put options on the table
We will commit ourselves to the options
We will invite commitment from officials and community members to the options.
We will not try to maintain an unrealistic outlook or lifestyle which will one day make us to pay the realistic price. We believe that the ability to define reality as a leader means embracing realistic thinking so that we can see the consequences of our actions further and with greater clarity than those around us.
Our inability is to correctly define reality in our municipality, ultimately hurt not only me but others, because people are looking on us.

Borrowing from the Hon. Premier DD Mabuza:
“Someone had to make a wakeup call.”
After defining reality a vision was developed and that vision is to see Emakhazeni that is more united, economically to create more job opportunities. A municipality that is corruption free and accountable to the people.
A municipality where its people are in charge of their own development by actively participating in all the municipal affairs, a municipality that is proceperious.
Our vision will require embracement by all the people of Emakhazeni, Social partners and sector departments. We understand that the road to success is very uphill and we need not to break a speed record.
We will do everything in our power to make sure that everybody understand the vision, we will everyday be motivated by the Emakhazeni that is different from what it is now five years down the line.
Anyone who sees the same Emakhazeni in five years from now is visionless and should not be part of the family called Emakhazeni. A new Emakhazeni that is having more sustainable job opportunities, more united, more accountable, prosperous and people driving their own development will only be achieved when all of us work toward translating our vision to reality.
Emakhazeni must be a caring municipality with its caring society. UBUNTU must be our day to day motto. We will make environment conducive for business to do business differently and in a more caring way rather than profit orientated way.
We will work very hard to achieve clean audit statement before 2014. Our thinking will reflect our municipality, we will always think of a better municipality.
We have heard and we have seen, we have feel and touch the bad condition our people which they find themselves under. As the leadership of Emakhazeni municipality working together with our people we shall build better communities.
